Specctr is a illustrator plugin that is used to easily dimension and annotate an interface design. Often when you do interface design you don't actually generate the code for the interface. With Specctr and its easy annotations you can send an illustrator rendering of an interface design with specific details for them to implement. I have done interface design and the programs almost always botch the design despite their good intentions. Without design training it is hard for them to correctly interpret the design correctly. Specctr just gives some added help.
